Minister Ábalos announces that aid will reach €19,200 when significant energy improvements are made
The Minister of Transport, Mobility, and Urban Agenda, José Luis Ábalos, announced on Thursday that the governmentwill provideamaximum of €24,000 perhome for neighborhood renovation, of which 80% of this amount (€19,200) can be subsidized when significant energy improvements are made.
According to Europa Press, he made this statement during the opening of the event Energy Renovation: Steps Toward Sustainable Recovery, where he affirmed that thepercentages are being finalizedand will be gradually implemented.
"In any case, these are high figures, so the plan is designed for comprehensive actions that produce overall improvements in the building's energy performance rather than specific interventions," the minister said.
Maximum of €5,000 for individual homes
In the case of individual homes, themaximumamount eligiblefor subsidycould be€5,000, withthe subsidy reaching 40%. Added to this would be the tax relief that the government is still working on, Ábalos said.
However, the minister explained that the government is aware that part of the funding is provided by the beneficiaries and that he is concerned that this could constitute a barrier to the works being carried out or that the funds could be disproportionately diverted to neighborhoods with greater financial capacity.
Up to 100% of the investment with social criteria
To avoid this, the subsidy may be increased to100% of the investment, taking into account social criteria for both building and neighborhood-level actions. However, as a general rule, all actions taken must resultina 30%reduction innon-renewable primaryenergy consumption.
The urban rehabilitation and regeneration plan, included in the recovery, transformation, and resilience plan submitted to Brussels, has a budget of €6.82 billion, of which €5.52 billion will be managed by the ministry.
Regarding the instruments for managing the reform and rehabilitation program, to streamline access to information, encourage reforms, and speed up administrative procedures, Ábalos stated that Local Rehabilitation Offices will be crucial.
On the other hand, the Existing Building Book will also be key, as it will record the current situation of the building and note any pending actions, including those related to energy efficiency.
To prepare these projects,grants of €1,500 or morewill be available, depending on the complexity of the document to be developed, while the drafting of projects can be financed between 40% and 80%, up to around €16,000, according to Ábalos.
The third instrument for implementing the actions isto facilitate financing,since in some cases the subsidy will need to be supplemented. In this regard, he said that agreements are being worked on with banks to provide initial financing for the project, which can then be recovered through the energy savings generated.
